INFORMATION
The O. L. McMillan Scholarship Award was created at the 1997 annual meeting of the Navy Musician Association membership at Norfolk, Virginia. The intent of this cash award is to give financial assistance to a relative (biological or adoptive) or other individual sponsored by an NMA member in good standing. The recipient will be a musically talented individual under 26 years of age who is pursuing an education in music and is enrolled in an institution of higher learning, i.e. high school or college. While this scholarship is intended for college level students, graduating High School Seniors are encouraged to apply. Students under instruction with a private instructor working at advanced musical skills may also apply**. This performance award is open to all students of the following: Brass, Woodwind, Piano, Jazz- Rhythm Section, Percussion, Strings and Voice. The coordinator will entertain exceptions. The Association Board of Directors appointed a Scholarship Fund Coordinator and the appointee is: Scott L. Friend, of Southbury, Connecticut who will in turn select judges from the Navy Musicians Association.

SELECTION / submission requirements: Audition tapes should include: a traditional work from their accepted state solo selection list. Exceptions are invited.
JUDGES These individuals are chosen by the Committee Coordinator for their known musical abilities and for regional convenience. Several judges will evaluate the entrants and use an adjudication comment sheet to facilitate the assessment. Should an applicant choose to perform on an instrument unusual in nature (i.e., bagpipes, zither, etc.) the Coordinator feels confident to be able to get expert advisory in such cases. The committee members are: Scott L. Friend, Wilbur Smith, other parties to be named by the committee. ***
The Committee will convene at a place designated by the chair and do the business of the membership in regards to scholarship recommendations. These recommendations will then be forwarded to the President of the Association for award presentations to the deserving applicants. In case of tie, an adjudicator not associated with the NMA will be invited to render an opinion. The decision of the scholarship committee is final. A letter of acknowledgment will be sent to all applicants along with a certificate of achievement signed by the committee members on behalf of the Association.
